Windows 11 dictation has been broken for a while now and I use text to speech and dictation daily. So this was a big problem. There is finally an update that fixes this problem from Microsoft. Download the newest Windows update KB5017328. This will fix the dictation / cortana issues so that you can start using dictation again.
If you are using dictation you need to watch these dictation in Microsoft word and outlook videos. They are literal game changers.
