The purpose of Exodus 19:1-25 is to record the initial events of Israel and Moses coming to Mount Sinai and the LORD coming down on the Mountain to summon and single out Moses as His confirmed messenger. In this passage the LORD issues the initial statement of the Old Covenant, to which the people of Israel agreed and pledged their obedience to the LORD’s commands. In summary, we see that God’s covenant is dependent on obedience and declared by divinely confirmed messengers.
