In this video I present a declassified CIA document, dated February 14, 1973 authored by Dr. Russell Targ and Dr. Puttoff of Standford Research Institute concerning a "research proposal" to study psychoenergetics.

Note: Psychoenergetics is a term that describes a range of human capabilities that are often called para-psychological phenomenon. These capabilities can be categorized into two main groups 1) informational and 2) energetic. Some examples of psychoenergetics include remote viewing, telekinesis or psychokinesis.

This proposal came about after the successful experimentation with two extraordinary individuals, both of whom are psychic 1) Uri Geller and 2) Ingo Swann.

In the case of the later individual (Ingo Swann) demonstrated the ability to increase and decrease at will the superconducting magnetic field inside a shielded manometer.

In Uri Geller's case he was able to demonstrate a wide array of psychic abilities, including the increase and decrease of a weighted object recorded by a laboratory balance underneath a bell jar...all of which was videotaped under stringent laboratory conditions.

Among other psychic phenomenon for exploration:

1) Erasure of video tapes
2) Electron beam deflection
3) Magnetic effects on compass 🧭 and magnetometer
4) Generation of nuclear magnetic resonance effects through psychic means.

This proposal calls for funding of a year long effort to obtain repeatable results.

It is unclear if the proposal was accepted. But it was classified for a period of over 30 years before it's release on August 8, 2010 as part of the CIA Project Stargate dump.
