Bernard Whitman, Democratic strategist and pollster, commends President Obama for convening a global summit on how to keep nuclear materials out of terrorist hands. The fact that both India and Pakistan attended the conference speaks volumes about the progress being made. But with enough unsecured nuclear material around the globe to build over 100,000 nuclear weapons, Obama needs to ensure that the summit ends with a treaty on the concrete steps to safeguard existing nuclear material.
