A large signal with a known noise level, frequency and DC offset was created using the Digilent Electronics Explorer board. This signal was attenuated down to very low voltages using a precision resistor network as a voltage divider. This was done in order to test the Fluke multimeter's ability to detect and report AC RMS voltages as low as ~1 mv peak-to-peak. Using a passive resistor network for attenuation avoided the use of active components that could confound the test results due to additional/undefined noise.
I performed a similar AC RMS test that used an op-amp to attenuate the signal down to 1 mV (and lower). The details and results of that experiment can be found at the video link below.
