From there you need to head to Balmamusa, if you don't get an event popping up it means you need to keep going between Xeod Moors and Balmamusa since the game changes the weather as each day passes. So you'll eventually get stormy weather and thus make the event pop up.

The other way which is what I did is go to the shop and buy multiple horn of the savage. Which causes stormy weather in battle. Head to a place near Balmamusa and activate training battle. Making sure to equip the horn to the first unit you have deployed. Since their turn will come up first. Use the item to summon stormy weather and then retreat from the battle. Head to Balmamusa and you should get the event popping up. No choices to pick here, just watch the scenes and then recruit her once the option is available.
