Senate Bill 46 prevents beneficiaries of Kentucky's Temporary Assistance for Needy Families program from spending their funds in venues that deal primarily in alcohol, tobacco, gambling or adult entertainment. Sen. Tom Buford (R- Nicholasville) expressed concerns about how the word "primarily" might be defined. He said he doesn't want the measure to unduly squeeze grocery, convenience, or drug stores. Buford spoke on February 5, 2014.
