Zimbabwe's President has apologised to civil servants for the government's failure to pay their salaries and pensions on time.
Robert Mugabe was speaking at the celebrations of Zimbabwe's 36th anniversary of independence from British rule.
But as Haru Mutasa reports from Harare, many feel, that as long as Mugabe stays in power - there's nothing to celebrate.
