To build a new block of the thermal power plant Kostolac B and extend Drmno opencast, Serbian Government borrowed $608.2 million from a Chinese state bank, and committed to obey Chinese laws. Serbia did not inform Romania about construction although it had to, while Serbian Administrative court passed a ruling that Serbian Ministry of agriculture and environmental protection had violated law with its approval of the Environmental impact assessment study. After three years, new study is being drafted. New block of the power plant means new problems for environment and health of residents of nearby villages. Thermal power plants pollute the atmosphere, cause global climate changes, heart and lung deseases and allergies.
