Yesterday Parliament passed the Kampala Capital amendment bill which awaits presidential assent into law. According to the amendment, the Lord Mayor will be the political head and will cease chairing the council sittings as Speaker who will be elected by the councillors. The Minister for Kampala Betty Kamya has welcomed the bill saying now they will focus on service delivery.
