"I think this is part of a process that North Korea is carrying out, to try to normalize their weapons programs over all," Karl Friedhoff tells BBC World News after the country fired a ballistic missile over Japan. "Now are they going to be able to normalize their nuclear weapons program? Probably not. But on their missiles programs, I think they're making a lot of progress on it."
