Dr. Carlos Lopes, the Executive Secretary of the United Nations Economic Commission for Africa (UNECA),was the Keynote Speaker at the Third Tana High-Level Forum on Security in Africa.
This year's theme was 'Impacts of Illicit Financial Flows on Peace and Security in Africa.
Dr. Lopez called African leaders to "negotiate better with multinationals, setup Financial Intelligence Units to curtail, track and repatriate illicit financial flows. All this ends up with the quality of our economic leadership."
"Improved governance and leadership are vital. A developmental state facilitates coherence, drive and better allocation of resources but it also has a potential to limit dissent if proper organic forms of inclusion aren't taken into account."
