Iranian officials reported the rescue teams' struggles to reach the crash site, with both leaders' lives hanging in the balance. Azeri President Ilham Aliyev expressed deep concern over the incident, having bid Raisi a friendly farewell just hours earlier, following their visit to the border with Azerbaijan.
