Some prisoners released under the Government’s early release scheme have already been sent back to prison.
The first was returned to prison within 36 hours of being freed and about 1,750 prisoners were let go as jails in England and Wales neared capacity.
They were released after serving 40% of their sentences, instead of the usual 50%.
Most have been recalled for breaking licence conditions, which restrict their movements and require them to meet with probation officers.
