Italy must expand its trade globally to avoid overcapacity and decline. In 1993, when the author was an advisor for strategic scenarios to Beniamino Andreatta, then Foreign Minister, he proposed a dual-track strategy, combining EU commercial action with bilateral strategic alliances. Today, Italy must be more influential within the EU to make it more outward-looking, through global actions such as the Mattei plan towards Africa and an active position in the Imec project. Strategic partnerships with Japan and the United Kingdom are suggested, and the EU should be pushed to make more external economic treaties, maintaining convergence with the United States. Bilateral agreements with Germany and the USA and harmonization of Italian industrial and foreign policies are necessary.
