Soldiers aren’t scarce as such in the town, but you do need to know where to look for them. The Leader’s house is a good place to start, but the biggest batch of soldiers to kill is in the forts. It’s a good idea to stealth attack them when you get close enough to weaken them, especially if you’re playing in Nightmare difficulty. Once they’re down to their last health, you should be able to hit them up with a little heavy attack to finish them off.
