Sky's Sophy Ridge speaks to the Royal College of Nursing's Chief Executive Professor Nicola Ranger, who urged ministers to start pay discussions as soon as possible.
Nurses have rejected the government's offer of a 5.5% pay rise they were given for this year.
Prof Ranger said: "For all the challenges in nursing, it just isn't enough to make a difference."
