In Suikoden, to recruit Leon Silverberg you have a fairly narrow window to do so. The best time to do this is to make sure your castle is Level 4, and to do it after your visit from the Dragon's Den. More specifically after you talk to Taggart. If you go to the abandoned town of Kalekka where Leon is just standing around, he'll talk about how impressed he is with the Liberation Army's growth, and to talk to Mathiu. Do this immediately as you can't talk to Mathiu if there is active storyline activities keeping him busy. If done correctly Mathiu will give you a letter to give to Leon. Go back o Kalekka, give Leon the letter and he will join up as one of the Stars of Destiny!
