This is one of the most difficult quests to go for in GTA LCS. The reason that it is so much harder to obtain Heavy Vehicles from Scooter Shooter compared to 9MM Mayhem is to do with the short time limit on Scooter Shooter and it is MUCH less likely that you'll get a vehicle in the safety region.
