Victoria Health Minister Martin Foley says the age breakdown of the number of active cases continues to point to it being a "pandemic of the unvaccinated".
It comes as Victoria records a new daily high of 246 COVID-19 cases with 121 linked to known outbreaks.
Victoria's active cases now sit at 1,619, with more than 42,000 residents stepping forward to get tested.
"The age breakdown continues to point to this being a pandemic of the unvaccinated," Mr Foley said.
