두테르테 '강온전략'…"남중국해에 병력" 中자극 이어 우호강조

President Rodrigo Duterte of the Philippines appears to be sending mixed messages with his strategy in the East China Sea.
Last week Duterte called for the Philippines to occupy uninhabited islands it claims.
After China expressed concern, Duterte's spokesman says Manila is still committed to improving its relations with Beijing.
The Duterte government has also said it now wants the U.S. to promote security and cooperation in the South China Sea.
The Philippines and China are due to hold bilateral talks on their dispute in May.
