While the Ukrainian Army is fighting strongly against the Russian Army in the Ukraine-Russia war, Major General Kyrylo Budanov, Head of Defense Intelligence at the Ukrainian Defense Ministry, called on Russian soldiers in a statement. Budanov called on them to surrender "because it will get worse". Budanov used the following expressions in his remarkable statement:
"For more than a year now, the Kremlin regime has not been able to achieve any of the goals it set at the beginning of the invasion of Ukraine. I am appealing to Russian servicemen, to those who were lucky enough to survive the meat grinder and the beaten-up trenches – it’s going to get even worse. You have a choice: to die or to save your life."
Budanov taught the Russian soldiers what they needed to do to survive, specifically about the I Want To Live programme, which assists Russian Federation personnel in leaving active military service by surrendering to Ukraine. According to him, Ukrainian special forces have already brought hundreds of Russian soldiers across the front lines: "Now they are safe, living in decent conditions, under the supervision of the International Committee of the Red Cross, with three meals a day and the opportunity to call home and receive parcels." Budanov further stated that all surrenderees under the I Want To Live programme are registered as captured in battle, allowing them to continue receiving combat pay and income in Russia.
