It appears this has been patched out and no longer works as of March 3, 2021.

A lot of people have asked how I transmogged two 2H weapons in my videos, so here are the steps:

1) Mog mainhand to artifact
2) Swap mainhand with offhand
3) Attempt to mog new mainhand to artifact, but don't apply
4) Left click then right click offhand in mog menu.
* If done correctly it should be set to revert but you're still in staves for mog options
5) Apply mainhand/revert offhand, select the staff you want in offhand
* (MUST be an artifact appearance)
6) Apply again.
7) Swap mainhand and offhand back to original slots.
8) Swap a third weapon into your mainhand and the original offhand weapon back in its place
9) Repeat
