The POCO M3 has a bit of community dev support behind it with OrangeFox being one of the better custom recovery options available at this moment.

This is likely due to Xiaomi messing up when they uploaded recovery blobs to their online source repository. check the telegram link below for a comment about that (it seems to still be going on).
So while we can install a custom recovery on the POCO M3 we can't decrypt our data on stock MIUI firmware. This means you'll want to either install the Xiaomi.eu ROM (to get working decryption on a custom recovery like OrangeFox) or another custom ROM for the phone (such as LineageOS).
Before we can install a custom recovery on the POCO M3, we first need to unlock the bootloader (again, check the link below if you need help with this).
But with that done, we can then download the recovery IMG file, flash it to our Xiaomi POCO M3 while the device is in Fastboot Mode, and then reboot into Recovery Mode.
Be sure you reboot directly from Fastboot Mode into Recovery Mode so Android doesn't overwrite OrangeFox with the stock recovery.
