Ayşe Buğra in conversation with Ayşe Çağlar
Should states meet the needs of citizens or safeguard their rights? This distinction underlays much of Turkey’s current policy debate. Ayşe Buğra, one of the country’s leading social scientists, is a key figure in these discussions. Emeritus Professor of Political Economy at Istanbul’s Bogazici University and founder of its Social Policy Forum, she reflects on the limits of empowerment in the Turkey of Recep Tayyip Erdoğan.
She addresses the tensions between needs and rights as well as between difference and equality in a conversation with Ayşe Çağlar, Professor of Social and Cultural Anthropology at the University of Vienna and IWM Permanent Fellow. Together, they explore the issues fueling Turkey’s current trajectory, both domestically and in the context of populism’s global rise.
