I will show you how to create a photo collage template in Photoshop. You first have to set guides on the document to perfectly align your photos. Then you create boxes which you will use Clipping Mask to connect your photos on. Then end is adding borders between and around the template.

I used Photoshop CC to create this Photoshop collage. Other version are compatible also.
