Loïc Fauchon, President of the World Water Council and member of the ICOLD Advisory Board, who has been involved in 4 years of preparation, spoke at the opening session. He graced this international forum to evoke the concept of the "double necessity,” which consists of continuing to create water reserves on the one hand and, on the other hand, evolving the design of reservoirs to consider multi-use and the protection of nature.
He also spoke at the high-level round table on the role of the major institutional players.
