IT'S OFFICIAL! Duterte signed Administrative Order No. 45 authorizing the grant of one-time Service Recognition Incentive to government employees.
President Rodrigo Duterte on Monday issued Administrative Order (AO) 45 granting service recognition incentive (SRI) for employees under the Executive Department at a uniform rate of P10,000.
The P10,000 SRI, the AO 45 stated, specifically covers the following:
civilian personnel occupying regular, contractual or casual positions
personnel still in the government service as of November 30
personnel who have rendered at least a total of four months of satisfactory service as of November 30, inclusive of services rendered under any of the alternative work arrangements prescribed by the Civil Service Commission
employees who did not receive any additional year-end benefit in 2021 over and above the benefit authorized under Republic Act (RA) No. 6686 or the Christmas bonus, as amended by RA No. 8441.
Those who have rendered less than four months of satisfactory service as of November 30, meanwhile, will be entitled to a prorated share of the SRI.
Those with three months of satisfactory service will get 40% of the SRI amount, while those with two months of satisfactory service will get 30% of SRI.
Those with one month of satisfactory service will get 20% of the SRI, while those with less than a month of satisfactory performance will get 10%.
"The government continues to acknowledge all public servants for their collective and unceasing participation in and invaluable contribution to the establishment of streamlined government processes and responsive delivery of services to the public, especially in the midst of the prevailing public health emergency due to the COVID-19 pandemic," the AO read.
"It is imperative to provide reasonable incentives and assistance to our public servants, who are impacted not only by the pandemic, but also by various natural calamities," it added.
The SRI for employees of national government agencies will be charged against the available released Personnel Services (PS) allotments of the respective agencies under 2021 national budget.
In case of deficiency, the amount required may be charged against the Maintenance and Other Operating Expenses allotment of the concerned government agency, subject to the rules on modification in allotments under Section 72 of the General Provisions of the 2021 national budget, and other pertinent budgeting, accounting and auditing rules and regulations.
The SRI for state-run and controlled corporation employees will be sourced from their respective approved corporate operating budgets 2021. Should the identified funding source prove insufficient to cover the maximum allowable rate of the SRI, a lower but uniform amount shall be paid to all qualified employees of the NGA or GOCC.
The SRI, however, does not cover those engaged without employer-employee relationship and whose compensation are funded from non-Personnel Services appropriations/budget such as:
consultants and experts engaged for a limited period to perform specific activities or services with expected outputs
laborers engaged through job contracts (pakyaw) and those paid on piecework basis
student workers and apprentices
individuals and groups of people whose services are engaged through job orders, contracts of service or others similarly situated
