Earlier this year, after California governor Gavin Newsom signed a law regarding transgender children, Musk announced that SpaceX would be leaving Hawthorne, CA. He later followed that up by posting, “And X HQ will move to Austin.”
Elon Musk’s decision to relocate SpaceX headquarters marks a pivotal shift. While the new gender identity law is seen as "the last straw," it wasn’t the only reason behind the move. Musk had long felt that California no longer aligned with his vision for rapid innovation and growth. The state’s increasingly stringent policies had constrained the fast-paced development Musk desired for his projects.

Although Hawthorne, California, had made considerable efforts to persuade SpaceX to remain local, such as in 2012, when the city approved a deal to cap SpaceX’s annual business license fees at $260,000. This arrangement essentially allowed SpaceX to maintain a fixed tax rate, even as the company continued to grow. Typically, these fees are calculated based on gross tax receipts, meaning the more revenue a company generates, the higher the fees.
However, that agreement was only set to last until 2022, and it’s unclear if it is still in effect today.
City leaders, at the time, cited the deal as a way to incentivize SpaceX — which was already fielding offers to move to other states, including Texas and Florida — to stay in Hawthorne.
