In her opening remarks, Commissioner Kyriakides confirmed that the upcoming EU Cancer Plan is on track to be presented by the end of this year. It will take a holistic approach, with four main pillars: prevention, early detection, adequate diagnostic and treatment, and survivorship and quality of life. She thanked the European Parliament for sharing and supporting the Commission's determination to change the realities of cancer prevention and care in Europe. Moreover, she underlined the intention to work together with member states and Parliament in order to implement the future action plan.
EP Special Committee for Beating Cancer (BECA) Rapporteur Véronique Trillet-Lenoir (Renew Europe, FR) presented the committee’s working document, as input towards the Commission’s future plan. To fight cancer in a coordinated and effective way, the Rapporteur proposes areas of action with regards to global prevention, screening and early detection, equal access to patient-oriented treatments and strong support to patients and caregivers (including family caregivers). The working document calls for a holistic approach to research and innovation as a primary means for action, and for sharing knowledge in terms of expertise, data, training and communication.
The Rapporteur stressed that more than 40% of all cancers are preventable through coordinated actions on individual, social and commercial health determinants. The European Code Against Cancer, an initiative by the European Commission, is an important starting point to inform people about actions they can take for themselves or their families to reduce their risk of cancer. Nevertheless, possible environmental factors will also have to be further evaluated scientifically and broadly discussed during the hearings foreseen in BECA Committee meetings.
During the debate, MEPs underlined that the EU should be able to streamline the efforts to combat cancer in different stages. Support for prevention, screening programs, promotion of a healthy lifestyle, common basic standards of treatment, as well as help towards those who survived cancer are all areas where the EU can make a difference.
BECA Chair Bartosz Arłukowicz (EPP, PL) said: ”Today's meeting is special because we officially start and open our close cooperation with Commissioner Kyriakides. We have a common goal to reach and we will be helping each other in this endeavour. Together, we will find ways to promote more equal access to treatment. There are still persisting inequalities across Europe and regions, where a patient has smaller chances of quality care and, in the end, of survival."
The EP Special Committee for Beating Cancer (BECA) is specifically tasked with evaluating opportunities for concrete EU action, identifying legislation and other measures that can help prevent and fight cancer.
The main responsibilities of the special committee include looking at actions to strengthen the approach at every key stage of the disease, evaluating best ways of supporting research and ensuring a close link with the research mission on cancer in the future Horizon Europe programme, listening to the current evidence and data available and identifying policies and priorities, as well as evaluating the possibilities where the EU can take concrete steps to fight cancer.
