A Virginia law may prevent police from easily verifying whether a serial killer could be linked to even more crimes. Before Alan Wilmer Sr. died in 2017, police say he killed at least three people in the 1980s: a young woman in Hampton and two of the Colonial Parkway murder victims. Authorities are now asking whether Wilmer took even more secrets with him to the grave. There could be an easy way to find out using the federal CODIS DNA database, but it's not being done. 13News Now Investigates asks why.
