Unfortunately, I am not too sure about what happened here.
On one hand, the car that was broadsided and split in half seems to have slowed down instead of coming to a complete stop - and he either miscalculated the speed of the approaching car, or didn't see it entirely.
On the other hand, other drivers who were near the other car were saying he must've been going 80mph, at least.
Side note: The dashboard camera has wide-angle lens. As a result, things appear more distant/slower than they actually were.
