In 1967 Oregon took the lead nationally in creating legislation protecting its coastline. The state's Beach Bill declared that the entirety of the state's coastline was for public use and access and that no development could impede that access. But before the law could even exist, it had to be determined where the 'beach' ended and 'property' began. In this rare KGW News footage, Governor Tom McCall, a former KGW News broadcaster, assembled scientists, helicopters and a small armada of journalists and descended on the Oregon coast to measure the beach and make the determination of what would become public.
