Germany has proposed its toughest security measures yet, following a series of attacks last month. Some say it was only a matter of time before the nation, seen as a welcoming force amid Europe's refugee crisis, would begin to pull back. In many ways, they have illuminated one of the greatest criticisms thrown at German Chancellor Angela Merkel: that she has compromised the country's security in exchange for an open border policy. But they've also provoked concerns over civil liberties and privacy. The new proposals include enhanced surveillance of refugees, criminalizing expression of support for terrorism, and even tapping health care providers to report suspicious behavior among patients.
