Biden arrives at NATO headquarters in Brussels for Ukraine war summits. President Biden and other leaders of the NATO alliance gathered in Brussels Thursday to plot the next steps in their response to Russia’s invasion of Ukraine, which has devolved into a bloody stalemate exactly one month after it began. Biden arrived for the emergency heads of state meeting shortly before 10 a.m. Belgium time and was greeted by NATO Secretary-General Jens Stoltenberg.
