“This is a historic moment and it shows the credibility and the strength of the European Union,” European Council President Charles Michel said after difficult talks at a summit in Brussels on Thursday.
Hungarian Prime Minister Viktor Orbán, who had been a firm hold-out on Ukraine, left the room when the decision was taken to allow unanimity. In a Facebook post later, he said the EU's decision on Ukraine was a bad one.
EU leaders supported opening negotiations with Bosnia and Herzegovina after the European Commission publishes a report in March, Michel said.
Prime Minister Plenković came out to speak to reporters after the deal was reached.
“A decision will be made today on the opening of negotiations with Ukraine and Moldova, on the candidate status of Georgia, and based on the efforts of Croatia in particular, we spent the whole afternoon fighting for the best possible conclusion on Bosnia and Herzegovina, and got what is crucial in these circumstances – a very clear conclusion. The European Council will open negotiations with Bosnia and Herzegovina when the criteria set for it are met. This time, the Council calls on the European Commission to prepare its progress report in March, with the aim of making a formal decision then, Prime Minister Plenković said.
