There are 2 activities that will reward you with 100% guaranteed masterwork item on grandmaster 1 or higher difficulty - Strongholds and Legendary Contracts. Killing final boss in strongholds will reward you masterwork ability while completing legendary contract will reward with masterwork component. And never underestimate your luck.
