This video guide shows where to get the exceedingly rare Hood-less Thalmor Robes. The commonly worn robes of the Thalmor are the Hooded Thalmor Robes. The hoods are attached with no option to remove them. This makes it so no head gear can be worn with them. Trying to put on a circlet or helmet while wearing them will simply remove them. However there is a very rare variant that excludes the hood. They all require advancing some of the quest lines to get them. The first set of robes are found during the "Diplomatic Immunity" main quest. Being sent to the Thalmor Embassy in "Party Clothes" to infiltrate and gather intel about what the Thalmor know of the Dragon resurrections. After creating a diversion and sneaking deeper into the Embassy with Malborn. There will a hallway with several rooms. At the end of the hall and in one of the rooms on the right is a storage room. There lies the first set of "Thalmor Robes" that are not "Hooded Thalmor Robes." These are typically used as a disguise to get around undetected. It works best when the character is a High Elf. (Even being able to persuade a guard to gain entry into the next building.) The second set is at the end of the College Of Winterhold quests. At the end of the "Eye Of Magnus" quest, the Staff Of Magnus is used to help bring down Ancano. Once defeated another set of Thalmor Robes can be looted off his corpse. The third one can take awhile to get. After the main quest "The Dragonslayer" and defeating Alduin in Sovngarde. Once that's done return to the Thalmor Embassy. The front door is key locked so jump the fence with a horse. The side doors are accessible. Once inside the original set in the storage room should be respawned. Grab them and then look around for Elenwen. She should be around there somewhere. It's possible you'll have to use a platter to breach into the front "Party room" to find her. Once found and because of the completion of the main quests she is now non-essential meaning she can be killed. Go ahead and end her (might be wise to do it unseen.) Loot her corpse for yet another set of the rare Thalmor Robes. These are the only 3 locations and times they can be gotten but worth it to have if wanting to wear enchanted headgear with them!
