I saw this toy skateboard and hand held battery powered fan in my local bargain store and thought together they might make a simple fan driven car. I quickly established the small wheels were a problem.
It is to do with leverage. The fan is trying to push the car forward using the wheel as a lever to turn the axle against the friction of the bearing. The larger the lever the less effort is required, (up to the point where the weight of the wheel requires more effort than the gain from the extra leverage).
It would make no difference if the car was sitting on a polished mirror, it is not the friction or roughness of the ground that is the problem, it is the friction of the bearing surface on the axle.
