You can open the CSV file by NotPad and NotPad++ and any text editor easily but also you can open the CSV file by Excel.
To create a CSV file with an editor, first choose your favorite text editors, such as Notepad in Windows or vim in Linux, and open a new file. Then enter the text data you want the file to contain, separating each element with a comma and each row with newlines then save it.
