This policy roundtable is the first of two EPRS events looking at the political and economic significance of the EU's Multiannual Financial Framework (MFF) for the seven years 2021-27 and the new, 750 billion euro recovery fund known as 'Next Generation EU'. The first event is focussed on the complex negotiations in 2019-20 that led to agreement on the MFF and NGEU. It will be opened by David Sassoli, the President of the European Parliament, with a panel of practitioners and experts - including Antonio Tajani, the former EP President and now Chair of the EP Conference of Committee Chairs - reflecting on the positions taken by the various EU institutions during the negotiations, how the eventual deal was struck, and what novel features characterise the outcome. Particularly noteworthy in the latter context are the EU’s new ability to borrow on the financial markets, the link established between EU spending and the rule of law, and the commitment to introduce new types of own resource. The second roundtable, to be held on Tuesday 4 May, will look at the process of delivering the MFF and NGEU over the years ahead.
