Zimbabwe government has offer its civil servants a token payment to avert a strike by the country's teachers and health workers, over late salaries.
But Civil servants representatives described the offer as an insult.
They insist June salaries be paid by the end of the month.
Zimbabwe is in the middle of an economic crisis which has seen government move June salaries pay dates into July.
