While rehearsing for his 50th birthday spectacle at Madison Square Garden, Bowie recorded a few songs for a BBC broadcast to be aired on his birthday. With only Gail Ann Dorsey and Reeves Gabrels accompanying him (with some keyboards and drums added later by Mark Plati), he went through an inspired set, ranging across three decades.

In 1987 Sara Terry, a reporter for the Christian Science Monitor, wrote a series of articles on exploited children in developing countries, centering on the Philippines and Thailand.* Her husband, Reeves Gabrels, accompanied her on research trips and helped his wife’s work by, for example, paying for child prostitutes so that Terry could interview them in privacy. Bowie had been to Thailand as well, during his 1983 tour, and had seen similar horrors. So when he and Gabrels began collaborating, they decided to pool their experiences into a song about the child sex trade.
I Can't Read was written by David and Reeves Gabrels for Tin Machine's debut album in 1989.
Bowie recorded a new version of the song in 1997 for the film The Ice Storm.[1] This version was released as a single in Germany and Scandinavia by Velvel Records in December 1997. In January 1998 it was also released in Australia by Shock Records under exclusive license from Velvel Records. The single stayed in the UK Top 200 for 3 weeks, peaking at No. 73.
When Bowie performed the song in 1996 he described it as "full of remorse and agony, I expect, it's when jobs go wrong, and home doesn't really feel warm anymore, and you don't need anybody - you don't even pretend you do - and you end up in this kind of state."
The original Recorded at Compass Point Studios, Nassau, Bahamas, ca. November-December 1988. The live version recorded on 25 June 1989, at La Cigale, Paris was a B-side of the 12″ single version of “Tin Machine.” “I Can’t Read” was remade during the Earthling sessions in August-September 1996: it was released as a single (Velvel Records/ZYX 8757-8, #73 UK) in December 1997 and also appeared on The Ice Storm soundtrack
