Treasurer Josh Frydenberg has criticised the Victoria government's handling of hotel quarantine, which led to the state's second wave of coronavirus, saying there were "no doubt" mistakes made.
Mr Frydenberg agreed with fellow Victorian and Assistant Treasurer Michael Sukkar the issue in Victoria was "not simply bad luck" but poor leadership.
"As a Victorian, I feel so devastated about what has transpired in our state. It should never have got to this," he said.
"What happened in quarantine were significant failures that cannot be repeated.
"We're in a state of crisis right now. The emotional toll on Victorian families, on women who are trying to hold down a job and homeschool their kids, on grandparents not seeing their kids, on businesses having to close their doors."
Mr Frydenberg rejected the assertion the onus was on the government to hold Premier Daniel Andrews to account over the state's failings to contain the virus, but rather to continue providing the necessary support to the businesses and individuals.
"I'll let Daniel Andrews explain what happened on quarantine. That's for him to explain. That's for him to account for, but there is no doubt mistakes have been made," he said.
"You might want a slinging match in the media and you may think that may make for good headlines, but I'm focused on delivering for Victorians."
Mr Frydenberg said he welcomed further funding from the states as the federal government increased its spending through the expansion of JobKeeper.
