If you have clients or staff then the chances are you are collecting, using and storing personal information. If you are determining what you are doing with this personal information the likelihood is you will be classified as a data controller.
Whilst you have data protection responsibilities whether you are a data controller or data processor, as a data controller you may also have to register with ICO (the Information Commissioners Office). There is a potential fine of £4,000 if you don't register when you should have done.
