From deranged raiders to mad scientists, Fallout 4's Commonwealth is home to no shortage of folks, who at times can seem downright out of their minds, However, not all NPCs are equal and some of the heroes and villains we meet in Fallout 4 are so out of their minds that they warrant special attention.
