NewsChannel 5 investigators showed the new released extended video of the Tamir Rice shooting to a security expert who both defended and questioned the actions of the Cleveland police officers involved in the incident.
"They're trying very hard to do what they believe they should," said Ross Riggs, a private investigator and the director of Security Consulting Investigations, LLC. Riggs is also the former police chief of Louisville, Ohio and has helped police departments write policies and procedures.
"We have officers who are suddenly placed into a shooting situation and it immediately affects them," he said.
The extended video shows officers restrain Tamir Rice's sister after the shooting. The video shows her attempt to run to her brother's side about 90 seconds after Officer Timothy Loehmann shot the 12-year-old boy on Nov. 22.
You then see Officer Frank Garmback force Rice's sister, who her family said is 14, to the ground. She is then handcuffed and placed inside the police cruiser parked next to her brother's body.
"That's a very typical and well-rehearsed use of controlling people when you're in some type of crime scene," said Riggs.
Rice's sister is then left inside the car for at least 25 minutes. Several officers appear at the scene, but no one speaks to her.
