The UK's Chancellor of the Exchequer has delivered an upbeat economic outlook. In his spring statement to parliament, Philip Hammond said the UK's best days are ahead of it. But even though the government's finances are improving, it's still spending more than it receives. And with Brexit a year away, people hoping for more government spending are likely to be disappointed. Juliet Mann has this report from London.
