This video if of the town of Ruraphin in Dragon Quest V on the SNES. Ruraphin is named after the Japanese name of the "Return" spell. In the DS remake, this town is named Zoomingdale.
The town layout is quite complex and takes some wandering around to figure it out. The town has a weapon and armor shop, but only one is open at each time of day. Be sure to visit at night to get the best equipment.
The main draw of the village is the old man Bennet, who works on crazy spells in his house. He asks for the hero's help in reviving the Return spell. To do so, he needs a special Rura herb which grows nearby at night. Bennet shows the hero where to go collect the herb.
