The Council of Governors has expressed fears that a number of bills targeting counties under deliberation at the National Assembly could be signed into law, effectively taking back devolved functions to the National Government. Council’s chair Peter Munya has also lashed out at the national government accusing it of allegedly holding monies meant for devolved units unlawfully. The council protested even as Raila Odinga led ODM party reproached President Uhuru Kenyatta for failing to kick start the process of appointing a substantive Registrar of Political Parties.
